Whitebait is the fish course that asks the least effort for the reward: shake the fish through seasoned flour, fry hot until they rustle, then eat them whole with salt, cayenne and lemon. Devilled whitebait, the Victorian version with extra cayenne, deserves its comeback. Serves four as a starter.
